A DILAPIDATED INDUSTRY TRACK ADJOINING THE ALAMEDA SIDING WILL ALSO BE REHABILITATED AS PART OF CONSTRUCTION.; EXPECTED OUTCOMES: THE NEW MEXICO RAIL RUNNER EXPRESS (NMRX) SYSTEM CONSISTS OF SINGLE TRACK FOR 14 MILES BETWEEN CONTROL POINT HAHN NEAR DOWNTOWN ALBUQUERQUE AND THE TOWN OF BERNALILLO TO THE NORTH. APPLICATION PURPOSE: THIS GRANT WILL FUND THE CONSTRUCTION OF A 2000-FOOT CONTROLLED SIDING ON THE NEW MEXICO RAIL RUNNER EXPRESS SYSTEM BETWEEN ALAMEDA BLVD. AND ALAMEDA RD. (APPROXIMATE MILEPOSTS 894.4-894.8).; ACTIVITIES PERFORMED: THE CONSTRUCTION OF THE ALAMEDA SIDING WILL INCLUDE NEW SUBGRADE BALLAST TIES RAIL TURNOUTS SWITCHES CENTRALIZED TRAFFIC CONTROL AND POSITIVE TRAIN CONTROL SYSTEMS AND IMPROVEMENTS TO ADJOINING GRADE CROSSINGS. A DILAPIDATED INDUSTRY TRACK ADJOINING THE ALAMEDA SIDING WILL ALSO BE REHABILITATED AS PART OF CONSTRUCTION.; EXPECTED OUTCOMES: THE NEW MEXICO RAIL RUNNER EXPRESS (NMRX) SYSTEM CONSISTS OF SINGLE TRACK FOR 14 MILES BETWEEN CONTROL POINT HAHN NEAR DOWNTOWN ALBUQUERQUE AND THE TOWN OF BERNALILLO TO THE NORTH. THE CAUSES SIGNIFICANT DELAYS TO RAIL RUNNER (COMMUTER RAIL) AMTRAK (INTERCITY) AND BNSF (CLASS I) FREIGHT TRAINS THAT MUST WAIT AT EITHER END OF THIS SEGMENT FOR TRAINS TRAVELING IN THE OPPOSITE DIRECTION. THE ALAMEDA SIDING WILL CREATE A NEW PASSING OPPORTUNITY NEAR THE MID-POINT OF THIS SEGMENT THEREBY IMPROVING THE ON-TIME PERFORMANCE OF AND PROVIDING GREATER SCHEDULING FLEXIBILITY FOR THE THREE AFOREMENTIONED RAILROADS.; INTENDED BENEFICIARIES: THE ALAMEDA SIDING WILL REDUCE DELAYS EXPERIENCED BY BOTH RAIL RUNNER AND AMTRAK PASSENGERS AND IMPROVE THE TIMELINESS OF BNSF DELIVERIES TO INDUSTRY LOCATED ALONG THE NMRX SYSTEM.; SUBRECIPIENT ACTIVITIES: N/A

IN ADDITION TO BEING HOME TO WELL-ESTABLISHED NEIGHBORHOODS THE AREA ALSO ENCOMPASSES SEVERAL LARGE INSTITUTIONS (UNM UNM HOSPITAL AND CNM) A COLLEGIATE AND PROFESSIONAL SPORT COMPLEX THE ALBUQUERQUE INTERNATIONAL SUNPORT AND A DIVERSE MIX OF COMMERCIAL USES ALL OF WHICH GENERATES OVER 150000 TRIPS FOR THE REGION OF WHICH 24500 OR MORE THAN 16 PERCENT ARE PROVIDED BY TRANSIT.PROJECT TEAM ACTIVITIESTHE STUDY WAS MANAGED BY THE MID-REGION COUNCIL OF GOVERNMENTS (MRCOG) AND KEY REPRESENTATIVES FROM THE UNIVERSITY OF NEW MEXICO (UNM) CENTRAL NEW MEXICO COMMUNITY COLLEGE (CNM) THE CITY OF ALBUQUERQUE AND BERNALILLO COUNTY WERE MEMBERS OF THE TASK FORCE THAT COMPLETED THE STUDY. UPON COMPLETION THE RIO METRO REGIONAL TRANSIT DISTRICT (RMRTD) BOARD FORMALLY ACCEPTED THE RESPONSIBILITY OF LEAD AGENCY FROM MRCOG AND VOTED TO ADVANCE THE STUDYS RECOMMENDATIONS THROUGH PROJECT DEVELOPMENT. AGENCIES ASSOCIATED WITH THE INITIAL TASK FORCE COMMITTED FUNDS FOR THIS PROJECT AND WILL CONTINUE TO SERVE. CURRENTLY THE GRANTEE IS CIRCULATING AGREEMENTS AND BILLING STATEMENTS AMONG THESE KEY LOCAL PARTNERS INCLUDING UNM CNM THE CITY OF ALBUQUERQUE AND BERNALILLO COUNTY FOR ADDITIONAL NON-MATCHING FUNDS. ADDITIONALLY THE GRANTEE IS ACTIVELY PARTICIPATING IN THE CITY OF ALBUQUERQUES CENTRAL AVENUE BRT PROJECT DEVELOPMENT ACTIVITIES SO AS TO ENSURE SEAMLESS COORDINATION BETWEEN THE REGIONS TOP TWO HIGH-CAPACITY TRANSIT INITIATIVES. PLANNING ACTIVITIESPLANNING ACTIVITIES COMPLETED TO DATE HAVE BEEN RIGOROUS AND EXTENSIVE. THE FIRST ACTIVITIES COMPLETED WERE DESCRIPTIVE REPORTS ON THE ECONOMIC DEMOGRAPHIC LAND USE AND TRANSPORTATION / TRANSIT CHARACTERISTICS OF THE STUDY AREA. THIS WAS FOLLOWED BY DEFINING THE PROJECT PURPOSE AND NEED; INITIAL ALTERNATIVES IDENTIFICATION AND SCREENING; AND THE SCREENING OF A SHORT LIST OF ALTERNATIVES. THE EVALUATION OF THE FOUR PRIMARY ROUTE ALTERNATIVES CONSIDERED BOTH QUANTITATIVE AND QUALITATIVE VARIABLES AND INCLUDED CAPITAL AND OPERATING COSTS RIGHT OF WAY IMPACTS TRAFFIC IMPACTS ENVIRONMENTAL AND COMMUNITY IMPACTS RIDERSHIP PERFORMANCE LAND USE AND POTENTIAL ECONOMIC DEVELOPMENT OPPORTUNITIES AND IMPLEMENTATION FEASIBILITY.THE GENERAL PUBLIC AND STAKEHOLDERS PLAYED A MAJOR ROLE IN THE STUDY. THIS INVOLVEMENT INCLUDED A SERIES OF FOUR PUBLIC MEETINGS AT MULTIPLE LOCATIONS (TOTALING 10 SEPARATE MEETINGS); AN INTERAGENCY TECHNICAL COMMITTEE; A HIGH-LEVEL TASK FORCE; SURVEYS; FOCUS GROUPS OF STUDENTS; AND NEIGHBORHOOD MEETINGS.BECAUSE OF THE SUBSTANTIAL GROWTH PLANNED BY UNM AND UNM HEALTH SCIENCES (WHICH ARE EXPECTED TO ALMOST DOUBLE THE CAMPUS POPULATION) AND GROWTH EXPECTATIONS FOR CNM AND THE CITY OF ALBUQUERQUE THE DEVELOPMENT OF STRATEGIES TO BETTER COORDINATE DEVELOPMENT WAS A KEY STUDY RECOMMENDATION. PREFERRED ALTERNATIVETHE 6.5-MILE ROUTE PRIMARILY FOLLOWS THE UNIVERSITY BOULEVARD FROM MENAUL BOULEVARD TO AVENIDA CESAR CHAVEZ WHERE IT JOGS EAST TO YALE BOULEVARD AND CONTINUES SOUTH TO THE SUNPORT. ALTERNATIVELY THE ROUTE COULD FOLLOW UNIVERSITY BOULEVARD ALL THE WAY TO GIBSON BOULEVARD BEFORE TURNING EAST. THE ROUTE WOULD DEPART UNIVERSITY BOULEVARD TO SERVE UNMH AND THE UNM MAIN CAMPUS VIA LOMAS BOULEVARD LAS LOMAS ROAD AND REDONDO DRIVE. THE SERVICE INCLUDES FEATURES COMMON TO BUS RAPID TRANSIT (BRT) AND ENCOURAGED IN MAP-21 SUCH AS DEDICATED BUS LANES; SLEEK MODERN BUSES; AND WELL-DESIGNED STATIONS PROVIDING RIDER AMENITIES. PARK-AND-RIDES WOULD PROVIDE ACCESS TO THE SYSTEM INCLUDING THE EXISTING UNM REMOTE PARKING LOTS AND A NEW PUBLIC PARK-AND-RIDE NORTH OF MENAUL BOULEVARD.ALONG UNIVERSITY BOULEVARD BUSES WOULD OPERATE IN THE ROADWAY MEDIAN WHICH PEDESTRIANS WOULD ACCESS VIA SIGNALIZED CROSSWALKS. IN NARROWER SEGMENTS SUCH AS YALE BOULEVARD BUSES WOULD RUN IN THE OUTSIDE LANES WHICH THEY WOULD SHARE WITH RIGHT-TURNING VEHICLES AND RIDERS WOULD ACCESS THE SERVICE VIA CURBSIDE STATIONS. THE SERVICE WOULD PROVIDE FREQUENT SERVICE ON WEEKDAYS WITH BUSES OPERATING ON 10 15 MINUTE HEADWAYS AT PEAK HOURS. SATURDAY AND SUNDAY SERVICE IS ALSO ENVISIONED ALTHOUGH AT SLIGHTLY LONGER HEADWAYS. PRELIMINARY RIDERSHIP ESTIMATES INDICATE THAT UP TO 17000 PEOPLE PER DAY WOULD USE THE ROUTE 50% MORE THAN THE THREE RAPID RIDES COMBINED.THE CAPITAL COST IS ESTIMATED AT $65 MILLION INCLUDING DEDICATED BUS LANES STATION PLATFORMS A NEW PARK-AND-RIDE LOT MAINTENANCE FACILITY UPGRADES MINIMAL PROPERTY ACQUISITION AND 10 ARTICULATED BUSES. THE ESTIMATE INCLUDES A CONTINGENCY OF 40%. OPERATING COSTS ARE ESTIMATED AT $2.9 MILLION PER YEAR.
