DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING IN THE AMOUNT OF $19,953,400 UNDER THE INFLATION REDUCTION ACT (IRA) TO LUCKY SHOALS COMMUNITY ASSOCIATION (LSCA). SPECIFICALLY, THE PROJECT WILL ACQUIRE LAND TO CREATE A GREEN CAMPUS FOR THE COMMUNITY OF NORCROSS. THE AGREEMENT PROVIDES FUNDING TO LSCA TO ACQUIRE LAND FOR REHABILITATION AND PRESERVATION OF GREEN SPACE, PLUS ADMINISTRATION THROUGH A LAND TRUST. IN ADDITION, THE SPACE WILL PROVIDE COMMUNITY SERVICES SUCH AS EMERGENCY TRAINING AND SERVICES, JOB TRAINING FOR NEW AND SOON TO BE CREATED CLEAN ENERGY JOBS, THE SPACE WILL ALSO BE USED TO ADMINISTER CLEAN AIR AND WATER PROGRAMS. PURPOSE: THE OVERALL PURPOSE OF THE OLDER ADULT HOME MODIFICATION PROGRAM (OAHMP) IS TO ASSIST EXPERIENCED NONPROFIT ORGANIZATIONS, STATE AND LOCAL GOVERNMENTS, AND PUBLIC HOUSING AUTHORITIES IN UNDERTAKING COMPREHENSIVE PROGRAMS THAT MAKE SAFETY AND FUNCTIONAL HOME MODIFICATIONS REPAIRS AND RENOVATIONS TO MEET THE NEEDS OF LOW-INCOME ELDERLY HOMEOWNERS. THE GOAL OF THE HOME MODIFICATION PROGRAM IS TO ENABLE LOW-INCOME ELDERLY PERSONS TO REMAIN IN THEIR HOMES THROUGH LOW-COST, LOW BARRIER, HIGH IMPACT HOME MODIFICATIONS TO REDUCE OLDER ADULTS’ RISK OF FALLING, IMPROVE GENERAL SAFETY, INCREASE ACCESSIBILITY, AND TO IMPROVE THEIR FUNCTIONAL ABILITIES IN THEIR HOME. THE OAHMP MODEL FOCUSES ON LOW-COST, HIGH-IMPACT HOME MODIFICATIONS. EXAMPLES OF THESE HOME MODIFICATIONS INCLUDE INSTALLATION OF GRAB BARS, RAILINGS, AND LEVER-HANDLED DOORKNOBS AND FAUCETS, AS WELL AS THE INSTALLATION OF ADAPTIVE EQUIPMENT, SUCH AS TEMPORARY RAMP, TUB/SHOWER TRANSFER BENCH, HANDHELD SHOWER HEAD, RAISED TOILET SEAT, RISERS FOR CHAIRS AND SOFAS, AND NON-SLIP STRIPS FOR TUB/SHOWER OR STAIRS. THE OAHMP MODEL PRIMARILY RELIES ON THE EXPERTISE OF A LICENSED OCCUPATIONAL THERAPIST (OT) TO ENSURE THAT THE HOME MODIFICATION ADDRESSES THE CLIENT’S SPECIFIC GOALS AND NEEDS AND PROMOTES THEIR FULL PARTICIPATION IN DAILY LIFE ACTIVITIES. THE OT IS TRAINED TO EVALUATE CLIENTS’ FUNCTIONAL ABILITIES AND THE HOME ENVIRONMENT AND HAS KNOWLEDGE OF THE RANGE OF LOW-COST, HIGH-IMPACT ENVIRONMENTAL MODIFICATIONS AND ADAPTIVE EQUIPMENT USED TO OPTIMIZE THE HOME ENVIRONMENT AND INCREASE INDEPENDENCE. THE GRANTEES, WHICH ARE EXPERIENCED IN PROVIDING SERVICES TO SENIORS, WILL DELIVER HOME MODIFICATION SERVICES TO MORE THAN 1,900 SENIOR FAMILIES IN BOTH URBAN COMMUNITIES AND COMMUNITIES WITH SUBSTANTIAL RURAL POPULATIONS.; EXPECTED OUTCOMES: PROVIDED THROUGH HUD’S OLDER ADULTS HOME MODIFICATION PROGRAM (OAHMP), THESE GRANTS ENABLE LOW-INCOME ELDERLY PERSONS TO REMAIN IN THEIR HOMES THROUGH LOW-COST, LOW BARRIER, HIGH IMPACT HOME MODIFICATIONS TO REDUCE OLDER ADULTS’ RISK OF FALLING, IMPROVE GENERAL SAFETY, INCREASE ACCESSIBILITY, AND IMPROVE THEIR FUNCTIONAL ABILITIES IN THEIR HOME. THIS PROJECT, WITH A COLLABORATION BETWEEN LATINO COMMUNITY FUND GEORGIA AND THE LUCKY SHOALS COMMUNITY ASSOCIATION, INC., PROPOSES TO OVERCOME CHALLENGES ATTRIBUTED TO THE RISE IN HATE CRIMES AGAINST LATINOS IN GEORGIA BY PILOTING A HATE CRIMES PROGRAM IN DEKALB COUNTY AND GWINNETT COUNTY, GEORGIA. LATINO COMMUNITY FUND GEORGIA AND LUCKY SHOALS COMMUNITY ASSOCIATION, INC. WILL CREATE AND CONVENE A GROUP OF COMMUNITY PARTNERS, LOCALLY IN DEKALB AND GWINNETT COUNTIES, AS WELL AS SELECT STATEWIDE, TO WORK TOGETHER TO IMPLEMENT THE PROPOSED INTERVENTIONS. THESE GROUPS WILL CENTER AROUND FOUR STRATEGIES: PROVIDING EDUCATION AND CONFIDENTIAL VICTIMS SERVICES PROVIDED PRIVATELY BY NONPROFITS INCLUDING KNOW YOUR RIGHTS; TEACHING RESTORATIVE JUSTICE PRACTICES IN SCHOOLS, A RELATIVELY NOVEL IN GENERAL IN GEORGIA; PILOTING A MODEL CONFLICT RESOLUTION MECHANISM FOR NEIGHBORHOODS TO RESOLVE LOW-LEVEL, NON-CRIMINAL DISPUTES THAT CAN ERUPT INTO HATE-FUELED CRIMES; AND TRAINING LOCAL LAW ENFORCEMENT ON CULTURALLY COMPETENT PRACTICES. THE AGREEMENT PROVIDES FUNDING TO LSCA TO ACQUIRE LAND FOR REHABILITATION AND PRESERVATION OF GREEN SPACE, PLUS ADMINISTRATION THROUGH A LAND TRUST. IN ADDITION, THE SPACE WILL PROVIDE COMMUNITY SERVICES SUCH AS EMERGENCY TRAINING AND SERVICES, JOB TRAINING FOR NEW AND SOON TO BE CREATED CLEAN ENERGY JOBS, THE SPACE WILL ALSO BE USED TO ADMINISTER CLEAN AIR AND WATER PROGRAMS. PURPOSE: THE OVERALL PURPOSE OF THE OLDER ADULT HOME MODIFICATION PROGRAM (OAHMP) IS TO ASSIST EXPERIENCED NONPROFIT ORGANIZATIONS, STATE AND LOCAL GOVERNMENTS, AND PUBLIC HOUSING AUTHORITIES IN UNDERTAKING COMPREHENSIVE PROGRAMS THAT MAKE SAFETY AND FUNCTIONAL HOME MODIFICATIONS REPAIRS AND RENOVATIONS TO MEET THE NEEDS OF LOW-INCOME ELDERLY HOMEOWNERS. THE GOAL OF THE HOME MODIFICATION PROGRAM IS TO ENABLE LOW-INCOME ELDERLY PERSONS TO REMAIN IN THEIR HOMES THROUGH LOW-COST, LOW BARRIER, HIGH IMPACT HOME MODIFICATIONS TO REDUCE OLDER ADULTS’ RISK OF FALLING, IMPROVE GENERAL SAFETY, INCREASE ACCESSIBILITY, AND TO IMPROVE THEIR FUNCTIONAL ABILITIES IN THEIR HOME. EXAMPLES OF THESE HOME MODIFICATIONS INCLUDE INSTALLATION OF GRAB BARS, RAILINGS, AND LEVER-HANDLED DOORKNOBS AND FAUCETS, AS WELL AS THE INSTALLATION OF ADAPTIVE EQUIPMENT, SUCH AS TEMPORARY RAMP, TUB/SHOWER TRANSFER BENCH, HANDHELD SHOWER HEAD, RAISED TOILET SEAT, RISERS FOR CHAIRS AND SOFAS, AND NON-SLIP STRIPS FOR TUB/SHOWER OR STAIRS. THE OAHMP MODEL PRIMARILY RELIES ON THE EXPERTISE OF A LICENSED OCCUPATIONAL THERAPIST (OT) TO ENSURE THAT THE HOME MODIFICATION ADDRESSES THE CLIENT’S SPECIFIC GOALS AND NEEDS AND PROMOTES THEIR FULL PARTICIPATION IN DAILY LIFE ACTIVITIES. THE OT IS TRAINED TO EVALUATE CLIENTS’ FUNCTIONAL ABILITIES AND THE HOME ENVIRONMENT AND HAS KNOWLEDGE OF THE RANGE OF LOW-COST, HIGH-IMPACT ENVIRONMENTAL MODIFICATIONS AND ADAPTIVE EQUIPMENT USED TO OPTIMIZE THE HOME ENVIRONMENT AND INCREASE INDEPENDENCE. MOST IMPORTANTLY THIS CAMPUS WILL BE A SAFE SPACE FOR THE COMMUNITY TO LEARN, GATHER, AND CONNECT WITH EACH OTHER.ACTIVITIES:THE ACTIVITIES INCLUDE ACQUISITION OF LAND THAT WILL BE REHABILITATED AND PRESERVED AS PARK/GREENSPACE, TO BE ADMINISTERED THROUGH A LOCAL LAND TRUST; CREATION OF A COMMUNITY RESILIENCE HUB ON THE LAND, TO PROVIDE EMERGENCY TRAINING AND SERVICES, AS WELL AS SERVE AS A SITE FOR ADMINISTER CURRENT AND FUTURE LOCAL CLEAN ENERGY AND ENVIRONMENT WORK - IN A MULTICULTURAL COMMUNITY THAT HAS PROVEN HARD TO REACH; ADMINISTRATION OF SPECIFICALLY EXPANDED ENERGY EFFICIENCY, OUTDOOR AIR QUALITY, AND CLEAN WATER PROGRAMS FOR LOW-INCOME RESIDENTS; AND THE ESTABLISHMENT OF A CENTRAL, ACCESSIBLE SITE FOR LOCAL WORKFORCE TRAINING IN CLEAN ENERGY AND ENVIRONMENT - WITH THE GOAL OF EQUIPPING OUR ROBUST, BUT UNDERTRAINED CONSTRUCTION INDUSTRY TO DO MUCH-NEEDED GREEN WORK IN THE VERY COMMUNITIES WHERE THEY LIVE.SUBRECIPIENT:ACTIVITIES TO BE IMPLEMENTED THROUGH SUBAWARDS ARE 1) WORKFORCE DEVELOPMENT TRAINING, 2) ENERGY AUDITS AND ENERGY EFFICIENCY REMEDIATION, 3) INDOOR AIR QUALITY ASSESSMENT AND REMEDIATION, 4) WATER ASSESSMENT AND REMEDIATION; AND 5) COMMUNITY MEETINGS/ROUNDTABLES. OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE DEVELOPMENT OF A WEBSITE, COMMUNITY ENGAGEMENT PLAN, AND EMERGENCY RESPONSE PLANS. THE EXPECTED OUTCOMES INCLUDE CONSTRUCTION OF A GREEN CAMPUS AND RESILIENCE HUB, WORKFORCE PROGRAMS AND WORKERS TRAINED, AND HOMES WEATHERIZED. ASSIST VETERANS EXPERIENCING HOMELESSNESS OBTAIN A BRIEF RESPITE BY PROVIDING THEM WITH FOOD, CLOTHING AND SUPPLIES. THESE VETS FUNDED EVENTS INCLUDES OUTREACH ACTIVITIES TO ENGAGE PARTNERS AND EMPLOYERS. STAND DOWN GRANTEES PARTNER WITH FEDERAL, STATE, TRIBAL, AND LOCAL ENTITIES LOCAL BUSINESSES AND VETERAN, COMMUNITY, SOCIAL, AND FAITH-BASED ORGANIZATIONS TO HOLD EVENTS FOR HOMELESS VETERANS. THE CRITICAL SERVICES PROVIDED AT A SD EVENT ARE OFTEN THE CATALYSTS THAT ENABLE HOMELESS VETERANS TO REENTER THE WORKFORCE.CONNECT VETERANS EXPERIENCING HOMELESSNESS WITH SUPPLIES AND CONNECTIONS TO OTHER AGENCIES PROVIDING SERVICES TO THE POPULATION. STAND DOWNS ARE TYPICALLY ONE- TO THREE-DAY EVENTS PROVIDING SUPPLIES AND SERVICES TO HOMELESS VETERANS, SUCH AS FOOD, SHELTER, CLOTHING, HEALTH SCREENINGS AND VA SOCIAL SECURITY BENEFITS COUNSELING. VETERANS CAN ALSO RECEIVE REFERRALS TO OTHER ASSISTANCE SUCH AS HEALTH CARE, HOUSING SOLUTIONS, EMPLOYMENT, SUBSTANCE USE TREATMENT AND MENTAL HEALTH COUNSELING. THEY ARE COLLABORATIVE EVENTS, COORDINATED BETWEEN LOCAL VA MEDICAL CENTERS, THE DEPARTMENT OF LABOR (DOL), OTHER GOVERNMENT AGENCIES AND COMMUNITY-BASED HOMELESS SERVICE PROVIDERS.
