PURPOSE: THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), OFFICE OF MULTIFAMILY HOUSING, SUPPORTIVE HOUSING FOR PERSONS WITH DISABILITIES PROGRAM HELPS EXPAND THE SUPPLY OF INTEGRATED AFFORDABLE HOUSING BY PROVIDING FUNDING FOR THE DEVELOPMENT OF PERMANENT SUPPORTIVE RENTAL HOUSING FOR VERY-LOW-INCOME PERSONS WITH DISABILITIES WHO IS 18 YEARS OF AGE OR OLDER AND LESS THAN 62 YEARS OF AGE. THE PROGRAM PROVIDES FUNDING CALLED CAPITAL ADVANCE, TO CONSTRUCT, ACQUIRE, OR REHABILITATE MULTIFAMILY PROPERTIES THAT SERVE VERY-LOW-INCOME PERSONS WITH DISABILITIES TO LIVE INDEPENDENTLY IN GROUP HOMES OR INTEGRATED HOUSING SETTINGS WITH COMMUNITY-BASED SUPPORT AND SERVICES. THESE UNITS PROVIDE PERSONS WITH DISABILITIES THE OPPORTUNITY TO LIVE WITH DIGNITY AND INDEPENDENCE WITHIN THE COMMUNITY IN AN INTEGRATED ENVIRONMENT THAT PROVIDES ACCESS TO APPROPRIATE AND VOLUNTARY SUPPORTIVE SERVICES. THE PROGRAM TARGETS VULNERABLE PERSONS WITH DISABILITIES WHO NEED AFFORDABLE HOUSING TO EFFECTIVELY ACCESS COMMUNITY-BASED SUPPORT AND SERVICES, SUCH AS CASE MANAGEMENT, HOUSEKEEPING, AND DAILY LIVING ASSISTANCE TO SUCCESSFULLY LIVE INDEPENDENTLY IN THE COMMUNITY. IN ADDITION TO THE CAPITAL ADVANCE, 811 PROPERTIES RECEIVE A RENEWABLE PROJECT RENTAL ASSISTANCE CONTRACT (PRAC) OR PROJECT ASSISTANCE CONTRACT (PAC) WHICH COVERS REASONABLE AND NECESSARY OPERATING EXPENSES BEYOND THE TENANT’S PORTION OF THE RENT. THE FAMILY THEN MOVES INTO THE PROPERTY AND EXECUTES THE LEASE AND AGREES TO PROGRAM REQUIREMENTS INCLUDING ANNUAL RECERTIFICATION. THE OWNER SUBMITS FOR PAYMENT OF THE RENTAL ASSISTANCE SUBSIDY MONTHLY ON BEHALF OF THE PARTICIPATING FAMILY. PURPOSE: THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), OFFICE OF MULTIFAMILY HOUSING, SUPPORTIVE HOUSING FOR PERSONS WITH DISABILITIES PROGRAM HELPS EXPAND THE SUPPLY OF INTEGRATED AFFORDABLE HOUSING BY PROVIDING FUNDING FOR THE DEVELOPMENT OF PERMANENT SUPPORTIVE RENTAL HOUSING FOR VERY-LOW-INCOME PERSONS WITH DISABILITIES WHO IS 18 YEARS OF AGE OR OLDER AND LESS THAN 62 YEARS OF AGE. THESE UNITS PROVIDE PERSONS WITH DISABILITIES THE OPPORTUNITY TO LIVE WITH DIGNITY AND INDEPENDENCE WITHIN THE COMMUNITY IN AN INTEGRATED ENVIRONMENT THAT PROVIDES ACCESS TO APPROPRIATE AND VOLUNTARY SUPPORTIVE SERVICES. THE PROGRAM TARGETS VULNERABLE PERSONS WITH DISABILITIES WHO NEED AFFORDABLE HOUSING TO EFFECTIVELY ACCESS COMMUNITY-BASED SUPPORT AND SERVICES, SUCH AS CASE MANAGEMENT, HOUSEKEEPING, AND DAILY LIVING ASSISTANCE TO SUCCESSFULLY LIVE INDEPENDENTLY IN THE COMMUNITY. IN ADDITION TO THE CAPITAL ADVANCE, 811 PROPERTIES RECEIVE A RENEWABLE PROJECT RENTAL ASSISTANCE CONTRACT (PRAC) OR PROJECT ASSISTANCE CONTRACT (PAC) WHICH COVERS REASONABLE AND NECESSARY OPERATING EXPENSES BEYOND THE TENANT’S PORTION OF THE RENT.
